Maneuver forces, in coordination with joint capabilities such as CBRNE response teams, focus on detecting and collecting relevant personnel and materials to identify and characterize suspect sites. Theater laboratories focus on processing, analyzing, and disseminating results from materials collected in the joint operational area. Joint task force elimination and joint force command staffs focus on analyzing and disseminating results that drive decisionmaking processes. Scope of the Army Exploitation Concept As Army efforts progressed, Headquarters, Department of the Army (HQDA), Executive Order (EXORD) 268-11, Establishment of Army Exploitation, directed the Combined Arms Center to develop the Army Exploitation Concept,8 which resulted in the development of the UE concept of operations (CONOPS); the subsequent publication of the CONOPS; and the establishment of the Combined Arms Center as the force modernization proponent for UE. The Army Unifed Exploitation Concept of Operations, 2012–2018, identifes a current capability list containing 56 supporting capabilities.9 22 At this time, 14 of these capabilities are associated with the Maneuver Support Center of Excellence. And of the 56 capabilities, four are CBRN-related, defned as falling under the purview of the 20th Support Command (CBRNE) and/or the U.S. Army Chemical, Biological, Radiological, and Nuclear School (USACBRNS). The CBRN capabilities listed in the UE CONOPS span the UE core operational activities. Examples include the 20th Support Command chemical accident or incident response and assistance heavy mobile expeditionary laboratory and the CBRN Dismounted Reconnaissance Course. DOTMLPF Requirements and Recommendations The Army UE CONOPS establishes the UE requirements related to each of the solution options within the Joint Capabilities Integration Development System. For each doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) component, there are CONOPS requirements and recommendations for potential CBRN solutions to be considered during the Joint Capabilities Integration Development System process.
