Doctrine ● CONOPS requirements. "Emerging joint and Army doctrine must fully capture the description and implications of UE operations. It must also expand upon the ideas presented in CONOPS to guide further combat development. What will make the initial UE doctrine development unique is that joint and Army concepts are still evolving and that joint and Army doctrine will be developed concurrently and likely collaboratively."10 ● Recommendation. Refne joint and Army doctrinal CBRN and combating weapons of mass destruction terminology and concepts so that they are aligned with emerging UE doctrine. Organization ● CONOPS requirements. "Army organizations must support combatant commander requirements as well as the Army's generating and operating forces' needs. Organizational design requirements include active, National Guard, and reserve components."11 ● Recommendation. Proactively engage with the U.S. Army Intelligence Center of Excellence in the ongoing effort to develop exploitation multifunctional teams at the brigade combat team level. These teams are intended to fuse enabling exploitation capabilities. Organic brigade combat team CBRN reconnaissance platoons should be taskorganized within the multifunctional teams. Training ● CONOPS requirements. "Army UE personnel must be trained to joint, [Department of Defense], nongovernmental, and Army standards. There are current training venues and programs already established that can be leveraged and modifed to meet UE requirements. Many training requirements will likely be driven by UE enabler requirements and Army-specifc requirements necessary to support generating and operating force requirements."12 ● Recommendations. Continue to develop and integrate UE concepts into technical-course curricula. Ensure that combined arms training strategies refect UE requirements. Materiel ● CONOPS requirements. "UE operations are technical in nature, and materiel solutions will need to be rapidly developed, tested, evaluated, and acquired. The utility of materiel solutions will likely be temporal in value due to the rapid technologic advancements and proliferation. Adversary counters to UE tools also result in combat development being a continuous and fast-paced process. Materiel solutions are also expensive and will likely be developed using joint, interagency, and public-private partnerships to take advantage of existing best practices and maximize resource utilization."13 ● Recommendations. Ensure that, where suitable, sets, kits, and outfts employ equipment (such as modular search kits) Summer 2013 that has been standardized within the UE program of record. Develop future deployable laboratory capabilities that are based on a common framework to be modular in nature and interoperable with all other laboratories in the inventory. Ensure that future detection and analytical sets, kits, and outfts are interoperable with the full suite of mission command tools (such as the Distributed Common Ground System–Army), distributable, and discoverable. Leadership and Education ● CONOPS requirements. "Commanders, staffs, and Soldiers must be educated to understand employment of UE capabilities and execution. Doctrine will provide the intellectual foundation to prepare leaders for how to think UE in the context of the future [operational environment]. Leader development and education will provide leaders with the understanding of how to integrate UE into decisive action."14 ● Recommendation. Continue to develop and integrate UE concepts into professional military education curricula as UE doctrine becomes institutionalized. Personnel ● CONOPS requirements. "The Army must have suffcient trained personnel with the requisite UE knowledge, skills, and abilities. Emerging joint and Army requirements warrant a complete analysis of personnel requirements and the most effective way to develop and manage them."15 ● Recommendation. Monitor and engage in the Army development of UE skill identifers as appropriate. Facilities ● CONOPS requirements. "The ability to effectively and effciently conduct testing, training, and operations using UE systems will require a robust infrastructure. Such facilities and infrastructure must allow networked and distributed operations as well as multilayered security constructs. The planning and resourcing for facility and infrastructure must be initiated with suffcient lead time to reach maturity synchronous with the future force and anticipated technology developments associated with UE operations."16 ● Recommendation. Ensure that UE requirements (such as those for increased bandwidth) and secure internet protocol router access are considered during future facilities development. Summary The future success of CBRN and combating weapons of mass destruction exploitation efforts depends equally on the technical capabilities of our Regiment and on our ability to ensure that DOTMLPF and policy processes are nested with the Army and joint, interagency, intergovernmental, multinational, industry, and academia enterprises. Future conficts continue to become more complex, requiring greater technical capabilities to defeat our enemies. If we expect our 23
